Changes the initialization flow to display the Language/City preference modal first, incorporates the welcome message within it, applies languages immediately, and updates the tutorial to adapt to this sequence. In addition, the 'Map mode' step of the tutorial has been modified to wait for the user to manually click the tab, improving interactive guidance.

- Reorder onboarding so Initial Setup runs before the Tutorial.
- Apply language preferences immediately during the setup modal instead of waiting for app load.
- Move the long welcome message from the tutorial directly to the base selection screen in the initial setup.
- Convert the Map tab guide step to require manual click action, making it consistent with other tab interactions.
